The Role of Safety Audits and a New Compliance Portal in Coal Mines
In today’s rapidly evolving world, ensuring the health and safety of workers in coal mines is of paramount importance. As per guidelines issued by the Ministry of Coal in December 2023, annual safety audits are conducted to maintain compliance with regulations that protect miners’ well-being and prevent harm from mining activities.
On December 17, 2024, the Ministry of Coal launched a significant initiative: “The National Coal Mine Safety Report Portal.” This digital platform incorporates the outcomes of these annual audits into safety management plans, ensuring submissions by coal mines adhere to established guidelines. This move reflects commitment to better compliance and efficiency in managing workplace risks.
The Directorate General of Mines Safety has refined its “Coal Mines Regulations 2017,” incorporating modernization efforts with emergency response, evacuation plans, and specialized training. These updates aim to address current safety challenges through improved planning and education.
Coal companies have taken meaningful steps in the past two phases: conducting Environmental Impact Assessments (EIA) studies for prior audits and regularly monitoring environmental impacts during operations. This proactive approach helps mitigate pollution risks associated with mining activities.
Under the Mines Rules 1955, coal workers enjoy welfare provisions including health check-ups, first aid assistance, shelter assignments, welfare officers, and access to rest areas. Training programs emphasize vocational development, such as structured vocational training, simulators, WI workshops, and job-specific safety courses, ensuring workers are equipped for high-risk tasks.
Union Minister Shri G. Kishan Reddy’s written reply in Rajya Sabha highlights the coal companies’ proactive efforts in improving safety and welfare, supported by a new portal system that streamlines submission processes, enhancing efficiency in maintaining workplace safety.
