In a world where government service often ends with citizenship, our story begins anew. As a Union Minister of State (Independent Charge) for Science and Technology, I have witnessed the transformative journey of government retired officials, revealing that retirement is not merely a passage but a gateway to meaningful contributions in national development. This blog explores how these officials transition from roles beyond our concern—retired government servants—to becoming active contributors, building the nation together.

Retirement marks an end to a familiar phase, but it doesn’t end with the passage of time. Many retired officials have become integral parts of national development, not just in their roles beyond our contemplation but as active participants in shaping Viksit Bharat—a vision of India being a developed nation. The PRC and Bankers’ Workshop: A Platform for Progress
To explore this transition, the Assam Administrative Staff College hosted the 56th Pre-Retirement Counselling (PRC) Workshop and the 9th Bankers’ Awareness Program. These events, jointly organized by the Department of Pension and Pensioners’ Welfare (DoPPW) and the Assam Government, aimed to educate officials on transitioning into developmental roles. Through a series of technical sessions, these workshops transformed retirement officials from their offices to active citizens in building Viksit Bharat.
Pension Reforms and Digital Life Certifications
The event featured sessions on pension reforms, digital life certifications, CGHS facilities, financial planning, and innovative portals like Bhavishya Portal and Integrated Pensioners’ Portal. These tools simplified procedures, eliminated hurdles, and fostered a sense of purpose in transitioning into new roles.
Reforms Over the Past Decade
From 2013 to 2022, the Government implemented significant reforms—such as superannuating officials without losing months before receiving pensions—and introduced digital platforms that made pension transitions seamless. These efforts underscored the commitment to efficiency and dignity in governance.
Societal Needs: Moving Forward
To ensure meaningful contributions, societies like India addressed societal needs, including the inclusion of divorced daughters, faster processing for widows, and compassionate family support. The transition from government service to a new career not only opens doors for start-ups but also allows individuals to explore creative pursuits that might have been ahead of them post-retirement.
