India’s Adoption Ecosystem Grows Strongly with Record 4,515 Child Adptions

In a recent year, India’s adoption ecosystem has witnessed significant progress, achieving a record number of 4,515 child adptions in the fiscal year 2024-25. This success is attributed to several key initiatives and advancements introduced by the Central Adoption Resource Authority (CARA) and broader partnerships with states and institutions aimed at enhancing awareness, identification, and digital transparency.

Achievements in the Adoption Process

  1. Record Number of Adptions: Of the total 4,515 child adptions, 4,155 were domestic, reflecting a growing acceptance of legal adoption across India. This marks the highest number of adptions since 2015-16.

  2. Strengthened Identification Process: CARA introduced a strong identification drive by identifying 8,598 newly identified children in the 2024-25 fiscal year. This initiative ensures that more children find loving families by bringing them into the legal adoption framework.

  3. Digital Transparency and Efficiency: CARA launched new modules on the CARINGS portal to improve processing times, reducing average adoption cycle from 3-4 months. Enhanced digital tools further streamlined processes, making the adoption process more efficient.

Key Factors driving Success

  • Central Adoption Resource Authority (CARA): At the heart of this success is CARA’s proactive approach. The authority has introduced physical state orientations in 12 states and UTIs, as well as extensive virtual training sessions for CWC members, foster care professionals, and prospective adoptive parents.

  • Awareness Campaigns: partnerships with states facilitated adoption awareness campaigns from October 2024 to January 2025. These events brought over over 500 stakeholders to events focused on fostering care and advocacy. CARA also launched an annual conclave in November 2024, further promoting foster care and adoption advocacy.

  • Comprehensive Identification Exercise: To ensure a secure and supportive home for adopted children, CARA conducted a comprehensive identification exercise, categorizing children into five groups: Orphan, Abandoned, Surrendered, Children with No Visitation, and Children with Unfit Guardians. This initiative aimed to identify more children eligible for legal adoption.
