India Leading Global Land Reform Talks at 2025 World Bank Conference
In a world of growing agricultural demands and climate challenges, the World Bank is hosting its fifth International Conference on Land Governance, known as the World Bank Land Conference. This year’s conference will focus on addressing the urgent need for land tenure and access to ensure inclusive and sustainable development.
India’s Delegation to the 2025 World Bank Land Conference From May 5 to May 8, 2025, the Indian delegation is set to participate in this groundbreaking event. As a Country Champion, India will lead this international conference by showcasing its innovative land reform efforts through two groundbreaking programs:
- The SVAMITVA Scheme: The Survey of Villages and Mapping with Improvised Technology (SVAMITVA) Scheme is India’s flagship landmark land reform program, designed to provide legal ownership to rural properties using advanced technologies like drones and geospatial data. With over 24.4 million households and more than 16,000 villages, the SVAMITVA Scheme has transformed traditional rural societies into modern agricultural hubs by empowering individuals with digital tools.

Impact on Rural Areas: The SVAMITVA Scheme ensures that every household in India gains a sense of ownership over their land, fostering collective empowerment and reducing dependency on external stakeholders.

Geographical Reach: The program has mapped over 100 million property parcels, providing landowners with precise data to protect against disputes and improve sustainability.
- The Gram Manchitra Platform: Using the spatial data from the SVAMITVA Scheme, India’s Gram Manchitra Platform is being developed as a digital tool for climate-resilient development. This platform supports village-level planning by offering solutions like solar energy site selection, disaster preparedness, and rural infrastructure development.
The Conference Focus: This year’s conference, titled Securing Land Tenure and Access for Climate Action: Moving from Awareness to Action, aims to highlight the global shift towards inclusive land governance.
