CBIC Introduces Trade-Friendly Measures for Air Cargo Movement

As the global economy continues to grow, challenges such as customs compliance delays and logistical complexities often arise. To address this, The Central Board of Indirect Taxes and Customs (CBIC) has introduced several trade-friendly measures aimed at streamlining air cargo movement. These measures are designed to ease compliance issues and streamline operations for importers and transhipping companies.

1. Waving Transhipment Permit Fees

CBIC decided to waive the permit fee requirement for transhipments starting from April 24, 2025. This change aims to reduce delays caused by frequent customs clearance processes, especially as volumes of trade increase. By eliminating this step, businesses can streamline their movement of imported cargo through the customs process.

2. Simplified Unit Load Devices (ULD) Handling

A significant measure CBIC introduced is the simplification of how ULDs are handled outside customs. Currently, ULDs must be off-loaded in Air Cargo Complexes before clearance. CBIC has proposed a simplified procedure, allowing temporary import of ULDs through a Continuity Bond by air carriers or console agents. These carriers can export their containers within specified time periods, reducing the burden on importers.

3. Introduction of the National Transhipment Bond (NTCB)

CBIC introduced an operational facility called the All-India National Transhipment Bond at air cargo complexes since 2022. This bond provides a solution to the complexity of multiple bonds submitted by airlines at various customs stations for transshipment. By eliminating this complexity, it simplifies the process and reduces confusion among stakeholders.

4. Online Filing of Transhipment Applications

To make the process more user-friendly, CBIC enabled online filing of Transhipment applications on ICEGATE. This avoids the need to visit Service Centres at multiple airports, saving time for importers and transhipping companies.

These measures aim to streamline operations, ease compliance, and reduce costs for both importers and transhipping companies. By implementing these trade-friendly measures, CBIC is contributing to a more efficient and streamlined air cargo movement system, which is crucial for global trade and business growth. Importers and console agents are encouraged to leverage these tools to enhance their operations and navigate the complexities of international trade with greater ease.
